Report of UNESCO could have far–reaching consequences for the development of Dubrovnik. Unofficially, UNESCO intends to significantly expand the area of protection of cultural heritage in which no one will be able to build. Inspectors disagreed with claims that cruise tourism threatens Dubrovnik, especially historical port. They consider that the expansion of the port Gruž reduced the number of passengers who are disembarking from ships in the old port, but they recommend that additional efforts has to be made in this direction . According with that they are supporting the  project of the pier bellow Lazareti.

UNESCO mission announced that Golf Park on Srđ will not harm the protected historical part of Dubrovnik. Inspection was the result of the claim to the UNESCO from nongovernmental associations who stated that the construction of golf resort and a large number of tourists from the cruise ships are threat for protected cultural heritage. On that claim, the World Heritage Committee reacted, and senat a speacial mission in October last year, whose report, we unofficially find out, arrived on Tuesday in the Ministry of Culture, and the next day ‘’Dubrovački vjesnik’’ published a part of the that report on their website.

Extension of protected zones

From the very beginning of our project planning, we were very careful to take into account the importance of Dubrovnik, its history and significant today. We are certain that our project will further increase the value of Dubrovnik as a destination. On the other hand, we regret that because of this, Dubrovnik was brought in this awkward situation due to allegations of certain group, for which UNESCO has now found out  that were unfounded. These groups wanted to harm our project, but in the end they harm Dubrovnik only - proxy of Razvoj golf, Ivan Kusalić , commented on the report of UNESCO.

Golf park Dubrovnik, which obtained the location permit at the end of the last year, should start with the construction on Srđ, latest this October, Kusalić announces and he notes that full cooperation between the City services and institutions and investors is needed to achieve that. The valid UPU defines certain areas of Srđ as a public space, therefore the obligation of the City authorities is to take part in the development of those areas and to accompany each step of the project preparation. Since each object must have its own building permit, it will be necessary to issue 300 building pemits. Razvoj golf obtained the first building permit for the access road, which was the obligation of the City of Dubrovnik, but the investor was given an authorization from the City and the investor donated required amount needed for producing documentation necessary for building permit issuing.

If we want to start with the construction on time, then we can’t afford to work in this tempo anymore. We are in the process of designing and producing the documentation for the objects of the first phase (major part of the infrastructure, roads, public facilities and parks, Fort Imperial), and for the reconstruction and building of the “House Bosanka” , which will be administrative building of the project, that we want to reconstruct this summer  - says proxy of Razvoj golf.  After the finally approval of the conceptual design for the reconstruction of the Fort Imperial and the location of the War Museum in the Fortress, last February, the City Council ordered to the administrative departments of the City to make the annex of the contract which will be signed by the City Council and by the investor, but that has not been done yet.

The next move is on the City of Dubrovnik

Razvoj Golf is ready to submit building permit request for the reconstruction of the Fort Imperial by the April 20th , Kusalić says.

The next move is on the City of Dubrovnik and they are familiar with all project details. We are ready for the full cooperation and we expect from the City administration to keep up with our tempo, because the UPU and the golf concept are accepted according to the citizens and City authority demands. That also includes certain obligations, so we expect an active engagement of the City offices and maybe, the appointment of the special coordinator which would deal with this project exclusively, because obligations in this stage are extensive and on everyday basis. When the construction starts, that will be the least demanding task, because Dubrovnik and Croatia has professional and high-quality construction operations. We are ready to assist to the City if their offices are not able to keep up with the project preparations but then we have to conclude an agreement with clear rights and obligations.  With each issued building permit, the City will collect the municipal contribution that can be invested in development of public facilities on Srđ and after the construction completion the City will collect utility fee and will gain added value regarding new infrastructure. I believe that those amounts are sufficient and that those amounts must be incorporated in business plans of the public firms which will manage those objects – says Kusalić and he remarks that the project will employ many citizens of Dubrovnik in the construction phase and that the War Museum and the golf park will become an attraction that will appeal almost as many visitors as the City walls, and that will be a serious income for the City and for the County.
